Plaster resurfacing
White or colored plaster is a cement finish. It is not paint.

Prep comes before the new coat
Hollow plaster, delamination, and stains have to be addressed. A thin coat over a moving surface fails. Ask whether the job is a bond coat over sound material or a chip out to the shell.
Inland heat and a fast fill can check a new plaster surface. Hard well water can scale it. Those are reasons to ask about cure and startup, not reasons this site can promise a color.
